Every person or entity that processes information is required in terms of the applicable South African legislation, i.e. Protection of Personal Information Act ("POPIA") to have a POPIA Manual.
The Protection of Personal Information Act defines “processing’’ as meaning any operation or activity or any set of operations, whether or not by automatic means, concerning personal information, including: (a) the collection, receipt, recording, organisation, collation, storage, updating or modiﬁcation, retrieval, alteration, consultation or use; (b) dissemination by means of transmission, distribution or making available in any other form; or (c) merging, linking, as well as restriction, degradation, erasure or destruction of information.

This manual is prepared in accordance with The Promotion of Access to Information act of 2000, and The Protection of Personal Information Act of 2013. The deadline for complying to this law has been extended to the 30st of June 2021. By not complying to this law there is a serious risk involved, namely a fine or imprisonment for a period not exceeding two years.
Make sure that you check whether you are required to have this manual before starting the procedure, if you are not a South African based business, or do not process any information in South Africa, you may well be exempt from the law.
This manual is created to save you time, establish a procedure for people to request information from you in a structural approach, reduce you own admin burden, avoids fines or investigations by regulatory bodies. Having a well written easy to read PAIA manual in place also builds trust with your clients and suppliers and demonstrates your capabilities as company to comply with the law.
